لقد كان القرن التاسع عشر فعلياً ساحة صراع المجاميع والكتل السنّية التي سلطها العثمانيون على العراق من اجل الظهور بعد الفوضى التي صنعها حكم ( المماليك ) له . وقد كان وجود ( ال سعدون ) على رأس حلف ( المنتفك ) مظلة مناسبة لعدم وصول شمس الوعي الى القبائل الشيعية القوية في الجنوب لدراسة ما يجري وإعادة صياغة تحالفاتها من اجل الخروج من الزعامة البدوية . فرغم انتصار قبائل ( المنتفك ) على قوات والي بغداد الا انها لم تستثمر هذا الانتصار سياسياً ولا إداريا , بل انتفع منه مملوك اخر هو ابن لوالي مملوكي اذاق قبائل الشيعة المر , هو ( سعيد بن سليمان ) , والذي كانت فترة حكمه أسوأ الفترات للقبائل الشيعية الواعية مثل ( الخزاعل ) الذين ضربهم بقوة رغم استعانتهم ب ( شمّر )  و ( زبيد ) , الا ان ( سعيداً ) استعان بقبائل ( الظفير )  و ( العُبيد ) بالإضافة الى ( المنتفك ) التي كانت تخضع لرأي البداوة ( السعدونية ) وكسرت شوكة اخوتها في التحرر والعقيدة , في مشابهة لما الت اليه أحوال قبيلة ( عقيل ) ببغداد اذ يستغلهم القادة المماليك في صراعهم على السلطة حتى وصل ب ( عقيل ) الامر الى انعدام الامن . وفي عصره احتدت الفتنة الاهلية في النجف الاشرف بين ( الزغرت ) و ( الشمرت ) .

وقد كان فرسان ( المنتفك ) هم القوة الضاربة الحقيقية للوالي ( سعيد ) حتى ان خمسمائة منهم فقط كسروا جيش ( داود باشا ) المعيّن من قبل السلطان والياً على بغداد وفرقوه لفترة من الزمن اراحت الوالي الساذج ( سعيد ) في بغداد , والذي صرفهم الى ديارهم , ثم صرف قبائل ( عقيل ) , فانقضّ عليه جيش ( داود ) المتكون من الاكراد وقبائل ( العُبيد ) وقتله .

وقد تفرعن ( داود ) على القبائل العراقية العربية الشيعية والسنية في الجنوب والشمال لجمع المال بالقوة ولفرض السلطة بالقتل الذي شمل حتى موظفي الدولة العثمانية الذين عيّنهم الوالي السابق , واغضب قادته العسكريون القبائل العربية بسبب خيانة العهد والميثاق والخسة في التعامل والكلمة . و ( داود باشا ) مملوك اشتراه ( سليمان باشا ) من السوق وادخله الإسلام , وهكذا كان اغلب ولاة العثمانيين وقادتهم بلا اصل ولا حسب مما اضعف القيم الدينية كثيرا , ولم يكن لهم شعور وطني يجعلهم يحبون الأرض التي يحكمونها .

ورغم ان العثمانيين كانوا يشنون حملات متتالية على القبائل الشيعية على اتفه الأسباب ويعتبرون كل اعتراض تمرداً يستدعي الإبادة الا انهم لم يتخذوا أي اجراء جدي وعملي تجاه غارات ( الوهابيين ) بقيادة ( ال سعود ) السنوية على العراقيين وثرواته التي كان يسلبها الوهابيّة , وكان واجب الدفاع يقع على عاتق القبائل العراقية الشيعية من ( المنتفك ) الشيعة و ( بني كعب ) – رغم انهم بعيدون عن الخطر الوهّابي – وكان والي بغداد يكتفي بخداع الناس بالتخييم في مدينة ( الحلة ) دون التحرك ابعد ودون دخول منطقة الخطر الحقيقية في رغبة واضحة منه لحماية سلطته في بغداد فقط . بل لم يستثمر المماليك قتل ( عبد العزيز ال سعود ) زعيم الوهابية على يد رجل دين أفغاني شيعي قتل الوهابيون ابنه في حملتهم على كربلاء . حتى كسر ( محمد علي ) باشا مصر قوة الوهابيين من خلال عدة حملات ضدهم استعاد فيها ( الحجاز ) .

وقد كان ( الجليليون ) – ذوو الأصل غير المسلم – في ( الموصل ) في حرب باردة من اجل السلطة . في وقت كان حلفاء العثمانيين من الاكراد ( البابانيين ) يلعبون لعبة تغيير الولاءات بين الصفويين والمماليك وادخلوا العراق في لهيب الصراع العسكري , حتى كسر المماليك شوكتهم . وقد ساهمت رغبات العثمانيين القمعية والسلطوية في توسيع نفوذ الاكراد على حساب العراقيين الأصليين الذين كانوا يرفضون الوجود العثماني على خلاف الاكراد ( البابانيين ) .

وكانت ايران ( القاجارية ) تنظر الى واقع العراق باهتمام بعد اسقاط السلالة ( الزندية ) , لا سيما مع ازدياد هجمات الوهابيين على العتبات المقدسة وغياب الرد العثماني المملوكي . فكانت القضايا الكردية سبباً مناسباً في اندلاع الحرب بين الطرفين والتي كانت سبباً في انتشار وباء الكوليرا في العراق وازدياد الفقر والقمع رغم رجوع الإيرانيين الى مواقعهم .

وقد كانت القبائل العربية تعيش في فوضى عدم الانتماء وتشتت الهوية بين دولتين كبيرتين , لاسيما مع ظهور قوة عشيرة وافدة ينتهي نسب بعضها الى ( طيء ) هي ( شمّر ) , والتي تميزت ببداوة وروح غنائمية جعلتها بلا قضية سوى كسب المزيد من النفوذ , فكانت مرة تثور ومرة تقمع الثورات الى جانب العثمانيين كما فعلت بالاشتراك مع ( زبيد ) وفلول المماليك الذين تم جمعهم لغرض الحرب فقط في قمعها لثورة قبائل الفرات الأوسط , بعد ان كادت الثورة ان تنجح في اسقاط بغداد لولا وجود بعض الفئات التي كانت تعمل مع العثمانيين مثل ( محمد اغا ) , ووجودهم جعل الحرب الدعائية التي قادها والي بغداد تنجح في فت عضد الثورة  . وكذلك كانت الامارات الكردية في ( السليمانية ) و ( شهرزور  ) تزيد في التفتت باقتتالها الداخلي وتعدد ولاءاتها بين الإيرانيين والعثمانيين . فيما كانت قبائل ( المنتفك ) الأقوى عسكرياً لا تزال يقودها شيوخ لا ينتمون اليها عقائدياً ويتميزون ببداوتهم وضعفهم الحضاري وعدم امتلاكهم لاي رغبة في دفع مجتمعهم علمياً ومدنياً مستغلين في وجودهم تسننهم الذي يرحب به العثمانيون , وهذا الضعف المعرفي والحضاري جعل فرصة علاقات ( المنتفك ) ب ( بني كعب ) وبحاكم ( مسقط ) العُمَاني غير منتجة فعليا , مما زاد في ضعف المنطقة وسمح لاحقاً بتغلغل البريطانيين بعد البرتغاليين . وقد ساعدت هذه الفوضى الاتراك كثيرا في دفع الجيوش الإيرانية الى الخلف , رغم ان بقاء العراق تحت الحكم الإيراني كان سيكون بالتأكيد اكثر نفعاً حضارياً من بقائه تحت الحكم العثماني المتخلف في كل ابعاده ومماليكه . وقد كانت مدن شيعية مثل ( الحلة ) جميلة بصورة مستقلة تماماً عن معونة العثمانيين الذين ليس لهم فيها سوى جمع الضرائب الجائرة من السكان دون مقابل واضح من الخدمات , لكن الإدارة القبلية والسكانية الذاتية كانت اكثر اشراقاً من الوجود العثماني . فيما كانت كتل وعشائر مثل ( اللاوند ) و ( عقيل ) يتم استئجارها بالمال كقوات مقاتلة الى جانب الوالي العثماني الذي ينفق فقط على تعليم وتدريب المماليك الذين يتم جلبهم وشراؤهم من بلدان وأسواق متفرقة . فيما يتم النظر للقبائل العربية على انهم رعاع فوضويون , رغم ان العثمانيين بمماليكهم كانوا رمزاً لتاريخ القبلية البدوية الفوضوية , حتى ان ( شط الهندية ) – الذي تم حفره لإيصال الماء الى مدينة النجف الاشرف والذي جرى فيه الماء بانتظام عام 1800م – تم على يد ( آصف الدولة ) الهندي وليس العثمانيين  .

ان اهم ما ميز عهود حكم مماليك العثمانيين للعراق ثورات القبائل المستمرة , وضرب الحكومة لها بقسوة كل سنة , وانتشار العصابات وقطاع الطرق وسلب المسافرين , وفرض الضرائب على المستضعفين واعفاء الأقوياء , وإعطاء الأراضي للماليك الغرباء ورجال الحاشية الأجانب والمتواطئين , والعبث المستمر للجنود والاغاوات , وامتلاء الديوان بالمستشارين المجانين والجهلة والمتعصبين , بالإضافة الى جنون وعبث وجهل اكثر الولاة في بغداد , وسعيهم الدائم الى تشتيت القبائل وتفكيكها  .

 

ومنذ منتصف القرن الثامن عشر صار التنافس الفرنسي البريطاني في العراق واضحاً , مع رغبة تبشيرية فرنسية تمتزج بالسياسة من خلال جعل القنصل اسقفاً , وسلوك تجاري بريطاني سرعان ما اصبح متغلغلاً في عمق السياسة المملوكية في بغداد والبصرة وإسطنبول , والسياسة الاجتماعية المحلية من خلال العلاقات المالية والقبلية التي تفرعت عن مندوبي شركة الهند الشرقية والقناصل البريطانيين بالتعاون مع اللوبي اليهودي العراقي , حتى ان العلاقات المملوكية البريطانية لم تتأثر في خضم الحرب البريطانية التركية في بداية القرن الثامن عشر بل ازدادت قرباً وتعاوناً عن طريق الرعاية المملوكية للمصالح البريطانية وصفقات السلاح التي زودت بها بريطانيا المماليك . كما كان بعض المدربين والأطباء حول الولاة فرنسيين . فيما اشتركت البعثات البريطانية والفرنسية ومن شاركهما من الاوربيين في مجال التنقيب وسرقة الاثار العراقية تحت نظر الحكومة المملوكية الجاهلة والمرتشية . وقد اصبح السفير البريطاني في القرن التاسع عشر ثاني رجل في العراق عملياً وبصورة شبه رسمية بعد رتبة ( الباشا ) في بغداد  .

 

ورغم ابتداء السلطنة العثمانية في إسطنبول في بداية القرن التاسع عشر في اصلاحاتها الا ان احداً لم يفكر في تطبيق هذه الإصلاحات في العراق , وظل المماليك بجهلهم يحكمون قبضتهم المتخلفة على العراق . ورغم إبادة الانكشاريين في مركز الإمبراطورية العجوز الا انهم ظلوا لفترة أطول في العراق , حتى تم تهديدهم بالمدفعية فتحولوا الى الوحدات النظامية طوعاً , وهذه الوحدات الجديدة التي اصطبغت بصبغة محلية ظلت تجمع بين رجالات الجيش القدماء الغرباء ورجالات الرؤية الطائفية المتعصبة المحليين والذين كانوا يزدرون ما عليه غالبية سكان العراق من الشيعة . فيما أصبحت هذه الإصلاحات مدعاة لمزيد من التغلغل الأوروبي لا سيما البريطاني في العراق . وقد تم سلب المزيد من الأراضي القبلية وتحويلها الى اميرية حكومية تحت داعي الإصلاح الزائف . وقد كان الإصلاح عسكرياً في غالبه موجهاً بإدارة اوربية لا تسمح له ان يتغول للمواجهة الدولية , بل حافظت التدخلات الأوروبية على مظهر للقوة العثمانية موجهاً الى الداخل العراقي  .

 

وامام رغبة العثمانيين في إسطنبول انهاء حكم المماليك في العراق واعادته الى يدهم تم ارسال ( صادق افندي ) لإقناع الوالي المملوكي بالتنحي , الا ان الوالي استشار ( اسحاق ) الصرّاف اليهودي واتفقوا على قتل المبعوث السلطاني فقتلوه خنقا , وقد كان السفير البريطاني جزءاً من هذه القصة , فتم ارسال ضباط من الشركس يرافقهم الالبانيون للاستيلاء على العراق تحالفوا مع حلفاء المماليك السابقين من قبائل ( عقيل )  و ( شمّر ) التي كانت تنتمي للجانب الأقوى وترتضي بما تغنم , وكانت ( عقيل ) على قسمين احدهما الى جانب الوالي , فصادف تلك الحملة لإزالة حكم اخر المماليك ( داوود باشا ) ان انتشر الطاعون الذي ظهرت أولى الإصابات به من خلال محلات اليهود , ولولا ارتفاع مناسيب ( دجلة ) وفيضان النهر في نفس الشهر لاختفى سكان بغداد عن اخرهم , فحمل الوالي جزءاً من ثروة الدولة وهرب , ونهب زعماء ( عقيل  ) الكثير من ثروات السراي الحكومي واحرقوه , والغريب ان الاجتماعات والمؤامرات كانت تدار في دار ( صالح بك ) التي أصبحت دار المقيم البريطاني لاحقا , وهؤلاء المجتمعون في هذه الدار هم من قتلوا ( قاسم باشا ) اول الضباط الداخلين الى سراي بغداد من الجيش العثماني الذي قاده ( علي رضا باشا ) الشركسي . وبعد صراع وخديعة وسلب ونهب وموت وخراب استسلم ( داوود باشا ) , لكنّ المفاجأة انه لم يعدم بل تسلم الحكم في البوسنة و ( انقرة ) وغيرها حتى مات , وكأن دماء من سقط في بغداد كانت هباءً منثورا , فتم قتل جميع المماليك الخصم والجندي الموالي والمتعاون وغير المتعاون المواجه والهارب والمقاتل والمستسلم على يد قيادة الالبانيين بلا امان ولا عهد ولا ذمة كما كانت عادت سياسة الدولة العثمانية التي استفادت من هذا الوجود المملوكي الذي صنعته لقرون ثم ابادته . ومن تخلي ( علي رضا باشا ) الشركسي عن مظاهر السلطة الإسلامية التقليدية واحاطته بالأوروبيين وتجديده لامتيازات شركة الهند الشرقية البريطانية نفهم من كان خلف استغلال المماليك ثم قتلهم للاستفادة من خلفهم بصورة اكبر . وذلك كله في حدود منتصف القرن التاسع عشر  .

ان استبدال العمامة بالطربوش مع بقاء الرأس نفسه هو ما يلخص ما كانت عليه أحوال الدولة العثمانية في منتصف القرن التاسع عشر . وهو عهد ازدهار النفوذ البريطاني فيها على حساب باقي الدول . فكان البريطانيون يحظون بالمزيد من الامتيازات التجارية , ويتحكمون برقاب الولاة العثمانيين في العراق عبر ممثليهم في استانبول , كما ان يدهم اطلقت اكثر في القبائل العراقية , حتى ان المقيم البريطاني هو من كان يشرف على توزيع الثروة الضخمة التي خلفها ملك دولة ( اوده ) الشيعية في الهند ويتحكم في نقلها الى رجال الدين المجتهدين في النجف وكربلاء , وهو الامر الذي يخفي ما يخفي من اسرار القوة العلمائية والجماعاتية فيما بعد , لاسيما ان العثمانيين الذين يرون الشيعة ” رافضة ,كفرة ,متمردين ” لن يطيب لهم ذلك النقل ما لم يكن خلفه ما يجبرهم على السكون .

وكانت تلك الفترة تشهد اغلب الاتفاقيات الحدودية بين العراق وايران , بحضور ممثل روسي وممثل بريطاني , وكان وضع الخرائط يقع على عاتق البريطانيين . فيما تستمر النزاعات القبلية المحلية وعبر الحدود بين الدولتين وبمشاركة سيئة من الجيش العثماني الذي يديره ولاة يتحكم فيهم البريطانيون . وقد شهد هذا العصر سلب وقطع تركيا لأجزاء من العراق مثل ( ماردين ) والحاقها بمركزها , كما ضعف شأن الموصل والبصرة كثيرا , رغم ان الإصلاح يفترض فيه جعلهما اكبر وانضج . فإصلاحات ( خطي كولخانة ) و ( خطي همايون ) التي حاولت تقليد المنهج الغربي في الحكم لم تدخل العراق ولا حتى اغلب البلدان التي يحتلها العثمانيون . ان الذي حدث فعلاً حينذاك وفي العراق خاصة هو نقل السلطة من يد باشوات المماليك الى يد السلطة المركزية بقيادة السلطان , ونقل الحكومة والسلطة الإدارية من يد الاغاوات الى يد الخدم ممن لا يجيدون اكثر من القراءة والكتابة , ومع استمرار اهم خصائص السلطات العثمانية منذ ظهورها وهي الرشوة وحب المال فقد ظهرت أيضا على يد هؤلاء الخدم – الموظفين – البيروقراطية , وهؤلاء الخدم كانوا متعالين على الناس ولا يتحدثون بين العرب الا بالتركية .

فكان ذلك العهد عهد تأليب القبائل على بعضها وتفشي الامراض كالطاعون , والجباية التعسفية , بل والمواجهة بين المفتي السني ( عبد الغني ) – جد اسرة ( ال جميل ) في بغداد والمستورَد من الشام الى بغداد – وبين الوالي حتى تم حرق دار المفتي ومكتبته لأنه حاول ان يدافع عن بعض الاسر البغدادية المرتبطة به .

وتم تحطيم معظم الدويلات الكردية حينها , وتمت الاستفادة من صراعها الداخلي في كسر اخر امبراطورياتها , حتى انهم غدروا بأحد اكبر امرائها الذي اعطوه العهود والمواثيق لكنه اختفى عند دخوله العاصمة استانبول , وكان عام 1850م اخر ما حكم به الاكراد انفسهم اذ استلم أراضيهم بعدئذ الاتراك بلغتهم وموظفيهم , بعد ان نجحوا في تمزيق عوائلهم عن طريق الفتن بين الاخوة وعن طريق الرشى . واذا كان الاكراد هم السبب الرئيس في استمرار حكم العثمانيين ومماليكهم للعراق بمعونتهم لهم على قمع الثورات العربية فقد كان منتصف القرن التاسع عشر مناسباً للقضاء على اماراتهم هم ايضاً وحكمهم بعد تفكك اكبر القبائل او بداية تفككها والتي كانت تشكل تهديداً للوجود العثماني . وهذا ما شمل قبيلة ( عقيل ) في بغداد ايضاً اذ تم طردها من غرب بغداد بعد ان كانت سبباً مهماً في وصول الوالي الذي طردها للحكم . حتى انهم اسروا زعيم قبيلة ( شمّر ) التي طالما تحالفت معهم وارسلوه الى العاصمة . وقد شملت هذه الحملات أيضا تحطيم قوة ( اليزيديين ) في ( سنجار ) , وتقليص وقضم نفوذ العائلات الموصلية . ومن ثم لم يكن من الصعب ضرب كربلاء ثم النجف اللتين تتمتعان بحكم ذاتي عملياً , اذ ارتكب فيهما الجنود العثمانيون اخس المجازر , وفعلوا اشنع الافاعيل .

وقد عمل كل الولاة العثمانيون على تفكيك القبائل العراقية الكبيرة , واستخدموا لذلك قادة كانوا في الأصل زعماء عصابات . مع استمرار نظرتهم الدونية للفلّاح . واستمروا في نقل المال من العراق الى استانبول لدعم حروب السلطان في القرم وغيرها ولتشييد القصور السلطانية هناك .

ومن الغريب الوصف الذي تم نقله في كتاب ” أربعة قرون من تاريخ العراق ” عن وحشية قبائل جنوب العراق وان مرجعيتها الدينية سلفية وانها ترفض الخضوع للنظام , ومكمن الغرابة هو التاريخ والسياسة والإدارة الفاشلة والمتخلفة والجاهلة للعثمانيين في العراق واستيلائهم على أراضي اهله وثرواتهم وارسالها الى الخارج من خلال ولاة وجنود وموظفين أجانب وتسبب وجودهم في انتشار الامراض والاوبئة طيلة قرون , وكذلك اعتبارهم ان القسم الأعظم من شعب العراق كافر , وهم اذ يعادون الدولة الصفوية التي يملك شعبها علاقات تاريخية وحضارية وقبلية بشعب العراق باعتبارها في نظرهم شيعية كافرة يمنحون امتيازات مفرطة للبريطانيين والأوروبيين الأجانب ذوي النوايا السيئة – والتي ثبت اثرها السيء فيما بعد – دون مقابل , كما ان تخريبهم للزراعة والتجارة والصناعات المحلية يقرب من مفهوم الإبادة الجماعية , وبالتالي ان موقف قبائل جنوب العراق ومدنهم وعواصمهم المقدسة في كربلاء والنجف كان موفقاً لرفضهم تلك الحقبة السوداء المظلمة , رغم ان هذا الجنوب وحده من سيدافع عنهم لاحقاً حين يغدر بهم البريطانيون في بداية القرن العشرين .

The book is mostly a literal translation of the writings of the Turks themselves, who glorified the sultans, governors and officers with a purely military spirit, as is the Turkish Bedouin spirit constantly. Except for some of the additions created by the author, and some explanations of the translator and references, and they are from the Arabs. Hence, we are between a Turkish exaggeration in building a civilized glory out of illusion on a very backward and uncivil military reality, and between strange European additions that do not understand the reality of the thought and roots of the Orientals, especially the Arabs, and consider them all as closer to Bedouin and do not know anything about their intentions and their realistic cognitive and social secrets. And he showed an Arab conformity to what was written at a time when the threads of his investigative research dawn had not yet been built, as it was almost a narrative era.

The idea of ​​analyzing these texts was a matter that required contemplation, transcending those images, and crossing over the text into the space of that era and before or even after it.

 

 

 

 

 

 

The nineteenth century was actually the battleground of the Sunni groups and blocs that the Ottomans imposed on Iraq in order to emerge after the chaos created by the (Mamluk) rule for it. The presence of Al-Saadoun at the head of the Al-Muntafiq alliance was an appropriate umbrella for the absence of the sun of awareness to reach the powerful Shiite tribes in the south to study what is going on and reformulate their alliances in order to get out of the Bedouin leadership. Despite the victory of the tribes of (Al-Muntafiq) over the forces of the governor of Baghdad, they did not exploit this victory politically or administratively.
