القبائل التركية جاءت كالسيول مع ريح الخراب الى ارض العراق منذ نهاية العهد العباسي , ملأت الاغوار والانجاد , واكتسحت القرى والبلاد , هكذا يصف المترجم حال دخولها الى ارض الرافدين التاريخية . ويضيف ان هذه القبائل تعيث فتكاً وفسادا , وتجهز بوحشيتها على بغداد العاصمة , لتنهي ما بقي من الخلافة العباسية . فغمر الامة ظلام دامس لا تستبين العين فيه الا نار الخراب التي اشعلتها يد الجور الاثيمة . ولا يسمع فيه الا انين مدنية سارت بذكرها الركبان . واذا بهذا الانين ينقطع فيعقبه صوت الموت الرهيب . فتدخل هذه البلاد من ادناها الى أقصاها في سبات عميق ظلت تغط فيه لعدة قرون . حتى العصر الحديث . وقد ظلت طيلة تلك القرون المظلمة نهباً لأيدي الامراء المغول والتركمان . تتقاذفها اطماعهم وتستعر في ميادينها حروبهم حتى قضى بعضهم على بعض . لتنعم شركات البريطانيين النفطية وغيرها لاحقاً بخيرات هذه البلاد التي وجدوها ضعيفة منهكة .

ولم يكن للعراق بعد دخول الاتراك سوى انعدام الذكر , بسبب الخراب الذي حل به مادياً ومعنوياً على يد هذه القبائل التركية . الا بعض ما كان من ظهوره في بعض الأحيان نتيجة اهتمام الصوفية الإيرانية وانظار سلاطين الإمبراطورية الناشئة اليه .

وكانت صحراء العراق الغربية فلكاً تدور فيه قبائل البدو العربية المختلفة , لتشغل القادم اليه من الغرب وتمنعه , كما انها لا تترك أي فرصة للانقضاض على أي ارض تفرغ ويمكن استثمارها من قبلها , الى جانب انها كانت المنطقة الأقل اماناً فيه . والتي تضم مختلف من القبائل المتحركة والمتبدلة .

وفي الشمال كانت ( اردلان ) اكبر امارة كردية منظمة ادارت المنطقة الكردية بين العراق وايران بين العثمانيين والصفويين , وهي اقرب الى الصفويين في نظامها . وقد كان العراق بكل قومياته يتحدث العربية ويتمظهر بالإسلام . حتى الإيرانيين الذين استوطنوا حول العتبات المقدسة .

ورغم ما كانت عليها بغداد من التجارة والحياة الزراعية والحرفية والتعليمية , الا ان الحكومات كانت متقلبة تلعب بها الأموال , فانحدرت الصناعة والحرف الى احط دركاتها . وصار الجدال الديني هو السائد شعبيا . حتى ان النزاعات تفشت بين الطوائف المسيحية في ( الموصل ) , مما يكشف عن تغلغل الأثر العثماني والاوروبي في أراضيها .

وكنتيجة مباشرة – وكما أشار مؤلف الكتاب – ان هذا الواقع المظلم والمتخلف يتجه الى تفكيك القبلية مستقبلاً وذهاب عناوين القبائل الكبرى مثل ( ربيعة ) و ( قشعم ) و ( الموالي ) , وظهور قبائل جديدة .

وانتقل العراق منذ دخول المغول من اهم المراكز الاجتماعية والعلمية والاقتصادية ومن جنة الحبوب الى ارض تعاني الخراب مهملة , لاسيما بعد التهديم المتقن لسدود العراق الاروائية من قبل ( هولاكو ) والتي كان من الصعب إعادة صيانتها بسبب استمرار اضطراب البلاد , فكانت تلك نقطة اللاعودة في انهيار الاقتصاد التاريخي للعراق . وظلت البلاد تابعة للدولة ( الايلخانية ) المغولية في ايران , ثم عاصمة لقسمها الجنوبي . بفوضى إدارية عارمة , تعكس ما كانت عليه حياة المغول . حتى ظهر الأمير ( غازان ) ونفع بغداد عن حب بسبب ورعه الإسلامي الشيعي كما يعبر المؤلف , فكان يتردد الى العراق كثيرا . وكانت تعبر الى أراضيه قبائل البدو من نجد والجزيرة للحصول على مرعى , ولاستغلال خيراته , بحروبها وطبائعها .

الا ان اسلام واحد من اهم قادة المغول الأقوياء , وهو ( حسن الجلائري ) يكشف قوة الدين الإسلامي من خلال قدرة الجمهور المنكسر عسكرياً على تحويل الملوك المنتصرين الى عقيدتهم . فغدت بغداد العاصمة الشتوية للحكومة ( الجلائرية ) في القرن الرابع عشر . وكان نضوج عائلة ( الجلائريين ) بسبب تدينها , ومحاولتها الدائمة لإعمار العراق بسبب تشيعها , على عكس تاريخ المغول التخريبي الامر الذي يكشف اثر التشيع في النضج السياسي  . اذ اعادوا للعراق شيئاً من الاحترام الذاتي وشيئاً من الرخاء , ووطدوا السلام والسكينة , وانتشرت بعض الشيء ممارسة الفنون , وقد كانت اصلاحاتهم باقية حتى القرن التاسع عشر .

الا ان سقوط تلك الدولة في العراق على يد ( تيمورلنك ) اخر الحكام المغول الأقوياء تسبب بالخراب والموت من جديد . ثم بعد ان مرت العاصفة رجع ( الجلائريون ) الى السلطة , وحاولوا إعادة القيم الحضارية الى العراق التابع إداريا الى حكومة ( تبريز ) . لكن تقاتل ( الجلائريون ) وحلفاؤهم التركمان ( القره قويونلي = الخروف الأسود ) أدى الى زوال مملكتهم ووقوعها تحت سلطة ( القره قويونلي ) بما فيها العراق . والذين حاولوا تقليد ( الجلائريين ) في الحفاظ على المظاهر الحضارية , الا انهم فشلوا بسبب غلبة طبعهم التركي الغنائمي , فكان صراعهم على العرش والنفوذ سبباً في تمزق بلاد المسلمين الحضارية ومن ثم اختفاؤهم هم في القرن الخامس عشر بنفس الطريقة التي اسقطوا بها ( الجلائريين ) اذ نافسهم حليف تركماني اخذ بالنمو هم ( الآق قويونلي = الخروف الأبيض ) . وقد كان التركمان يعملون في جيش المغول . ثم انهارت امبراطورية ( الآق قويونلي ) على يد الاسرة الصفوية الصاعدة والقادمة من ( اردبيل ) , فسقطت عاصمتهم ( تبريز ) على يد جيش عقائدي , فلجأ حاكم العراق الى السلطان العثماني ليتبع العراق اسمياً للعثمانيين , حتى ارسل ( الشاه ) قوة اسقطت بغداد والتي دخلت رسمياً تحت حكم الصفويين عام 1508م . وقد كانت العقيدة الشيعية سبباً في قيام دولة مدنية راقية لأول مرة بعد الخلافة الإسلامية على يد الصفويين الذين يرجعون الى رجل دين معروف في ( اردبيل ) تمتاز اسرته بالتدين والتعليم .

وقد شهد العراق اول استقرار منذ انهيار الخلافة على يد الصفويين . ولولا اتجاه العثمانيين الى الشرق لبقي تحت رعاية الصفويين وليس اهمال وتضييع الاتراك . وكان لجمع السلطان ( سليم ) العثماني متناقضات الغباء والذكاء اثرا في بدأ الصراع العثماني الصفوي . فهو رأى ان اسقاط الصفويين لدولة ( الآق قويونلي ) والاستيلاء على أراضيها حرباً على العثمانيين , فقام بذبح الشيعة أينما وجدهم دون ان يكون لهم ذنب في هذا الصراع وهو ما يكشف غياب العنصر الحضاري عن السلطنة العثمانية وانها امتداد للفكر التركي الطائفي في العصر العباسي . وغضب كذلك من موافقة ايران على لجوء اخوة ( سليم ) نفسه اليها , فبدأ حرباً كان مكسبها الأهم شراء ولاء نسبة كبيرة من الامراء الاكراد . لتكون الدولة العثمانية البادئة لهذا الصراع الذي سيوقف زحفها في أوروبا .

وكان بعض الاكراد استغلوا الحضارة الإيرانية ثم اظهروا الولاء للسلطان التركي تملقاً للعثمانيين من اجل حمايتهم بعد ذبح ( الشاه ) غدراً وسيطرتهم على بغداد . فاصبح العراق منذ اللحظة تابعاً اسمياً للعثمانيين . ثم عاد الى سلطة الصفويين في عهد ( الشاه طهماسب ) . الا ان العراق دخل في السلطان العثماني سلماً بعد اعتماد الصفويين على الاكراد المتذبذبين في حكم بغداد , فدخلها ( سليمان ) العثماني فاتحا .

وكانت هذه الفترة من الوجود التركي العثماني في المنطقة الحضارية للعالم الإسلامي واحتكاكهم بسبب الحروب بمختلف المدن المنظمة كافية في اقناع هذا العنصر البدوي بضرورة الإصلاحات التنظيمية والإدارية . فقام السلطان العثماني سليم بسلب عنوان الخلافة من اخر خلفاء العباسيين الذي كان متواجدا في مصر .

فكان شرط العثمانيين على زعيم اكبر تحالف قبلي في جنوب العراق وقد كان حاكماً على إقليم البصرة الواسع تاريخياً – والذي بعث ولده ( راشد ) بالمفاتيح والولاء للسلطان – ان يحكم بشريعة المذهب العثماني في منطقة لها مذهب مخالف .

وكان عصر الحكم العثماني بداية بيع المناصب ووصول من لا يستحق الى سدة الحكم , فصار كل حاكم مشغولا بجمع المال والمزايدة من اجل الحصول او الثبات على كرسي الولاية او السنجق . لكنَ العراق في الواقع كان تحت الحكم الذاتي عملياً , فلم يكن العرب مرتاحين للعنصر التركي بسبب خبرتهم التاريخية حوله .

لقد كان للصراع العثماني الصفوي , ووقوع العراق على الحدود بين الامبراطوريتين , وبداوة وطائفية العنصر التركي , وشعور العرب بغربة هذا العنصر عن حضارتهم , وانشغال الدولة العثمانية بفرض الضرائب واهمالها للعراق , وشعورها بانتمائه الى ايران المعادية لها بسبب تشيعه , وتذبذب الاكراد , وعدم نضوج القيادات القبلية العراقية , الأثر الأكبر في صيرورة العراق خرابا .

وبدأت في الظهور منذ القرن السادس عشر اسر وقبائل غير التي كان يعرفها تاريخ العراقي الإسلامي , ومنها ( أبو ريشة  ) , و ( قشعم ) , و ( سوران ) الكردية , و ( الموالي ) , في الاحداث في حدود 1605م . ومن الراجح ان امير ( قشعم ) وامير ( ال بو ريشة ) وريثا بقايا ( مذحج ) و ( طيء الشام ) , وكانوا يسيطرون على المنطقة من النجف الى حلب في حدود 1600م . وهو زمن انطلاق البداوة بسيطرة العنصر التركي وانحسار الكيانات والقيم المدنية . فكان الاتراك مضطرين الى منح المناصب للزعماء البدو بسبب المذهب , لأن باقي الزعماء الكبار كانوا على مذهب اهل البيت في الغالب .

ويرى المؤلف الانجليزي ان تذبذب الاكراد وتشتت امرهم بين الدولتين العثمانية والصفوية وصراعهم على العروش الحقيرة سبب في انهيار القيم في العراق التاريخي .

لقد تحولت البلدان الإسلامية المختلفة لاسيما العراق تحت الحكم التركي العثماني الى فوضى إدارية . وهي عند مقارنتها بإنجازات شخص واحد من وزراء الدولة ( البويهية ) في العراق تكون كابوساً , فقد قام ( السعيد ذو الفضيلتين = الحاجب البويهي ) ببناء السدود وحفر الأنهار وإصلاح الطرق واكساء الفقراء بما ظل ذكره كما يشير هامش الكتاب .

فيما كان قتل المزيد من الانفس وسلب الأموال النتيجة المباشرة للصراع التركي الصفوي في العراق . ورغم الفتن التي عانى منها الشيعة وقتل الاتراك والعامة للكثير منهم لأسباب ظاهرها طائفي الا ان ( كليدار ) المشاهد المشرفة في كربلاء شفع للأسر والعوائل السنّية عند دخول ( الشاه ) الى بغداد في عام 1623م وحافظ على حياتهم  , رغم ان ( الشاه ) كان غاضباً من فعل الضابط التركي ( بكر صوباشي ) بتعليق الإيرانيين الأبرياء في بغداد على السور , بعد ان دعا برسالة شخصية منه ( الشاه ) لتسلّم مفاتيح بغداد غضباً من اهمال السلطان العثماني له , ورغم هذا الفعل منه وحملته العسكرية على عشائر جنوب العراق , ومن ثم خيانته للحكومة العثمانية وتسببه في اقتتال داخلي ومجازر رهيبة وانتشار المجاعة , الا ان الحكومة العثمانية منحته لقب الباشا . وهو ما لم يتم حفظه للشيعة .

ويبدو ان ( ناصر بن مهنا ) امير ( قشعم ) كان رافضاً للجور العثماني على الجنوب العراقي والفرات الأوسط , فكان يساند نوعاً ما وجود الحاميات الإيرانية الموجودة لحماية زوار العتبات المقدسة في النجف وكربلاء .

ونتيجة الصراعات المريرة والطويلة دهم العراق وباء الطاعون عدة مرات . بلا عناية ولا التفات ولا خبرة صحية من الحكومات العثمانية فيه . وهو لا شك اهلك الكثير من اهله .

وكان الاعلام الطائفي والمال والمناصب العثمانية قد حولت ( أبا ريشة ) من معارض شرس الى داعم رئيس للجيش العثماني من خلال نقل المؤن على ابله التي تقدر بعشرة الاف بعير . وكان الاعلام الطائفي كذلك سبباً في حدوث مجازر مروعة يقودها الاتراك ضد الاسرى او الرعايا الإيرانيين او من يشاركهم في المذهب من الاسر العربية تذهب بآلاف الانفس البريئة , كما حدث عند دخل السلطان ( مراد ) الى بغداد . وكانت هذه المجازر تضعف من وجود العوائل التجارية والتاريخية الشيعية في بغداد والمدن الرئيسة . حتى ان السلطان العثماني اوقف أملاك الشيعة في بغداد على قبر ( عبد القادر الجيلاني ) قتل الناس عرباً وفُرْساً على المذهب , ولم يترك حتى الاسرى الذين ذبحهم صبرا . بل ذبح حتى الزوار الإيرانيين للعتبات المقدسة . فتجاوز عدد من راح في هذه المجزرة اكثر من ثلاثين الفاً من الأبرياء . والغريب ان المعركة كانت قد انتهت واستقرت الأمور له في بغداد .

وكان سوء الإدارة التركية الخاملة الجاهلة السلفية المتعصبة في العراق في القرن السابع عشر سبباً عميقاً لانهيار اقتصاد العراق وحضارته وضياع ثروته . وزاد اعتماد المذهبية لحكم البلاد من بناء المساجد دون الالتفات الى بناء المؤسسات الخدمية . حتى سار العراق من جيل الى جيل بلا خطة ولا هدف . وكان فرض الضرائب وجمعها تعسفياً لا طائل خدمي من ورائه . وتدار المؤسسات القضائية والعدلية والأمنية بالرشوة والمحسوبية . وكانت الحكومات التركية تنظر للقبائل العراقية بعين العنصرية والدونية والعداوة المفرطة .

وبعد هذه الأجواء المثالية للقبائل التي توافق مذهب العثمانيين هاجرت ( شمّر ) الى العراق عام 1640م . وكثر الرحالة الأوربيون في العراق في القرن نفسه . رغم ان الأوروبيين كانوا في حالة عداء صريح للمسلمين . فكان العثمانيون يسهلون مهامهم ويعرقلون قدوم الزوار الإيرانيين حتى ذبحوا الكثير منهم .

واستمر تتابع ولاية الخصيان والجشعين والنزقين واللصوص والبلهاء والمسرفين والفاسدين أخلاقياً والمرضى النفسيين والاميين العسكريين الاتراك والالبان والصرب على بغداد , وخرابها وفقدانها معالم الجمال فيها , وانحدار أهميتها التجارية , لاسيما بعد قتل الاتراك لأغلب تجارها الشيعة . وكانوا ما يقرب من سبع وثلاثين والياً خلال القرن السابع عشر , وكانت جل أعمالهم بناء جوامع وقبور اهل السنة , وفرض الضرائب , والتقاتل بينهم على الثروة , وقمع ثورات القبائل العراقية . وهذا ما لا يتلاءم مع مدينة مثل بغداد لازالت تحتضن كنيسة النسطوريين الموحدين حتى القرن السابع عشر بسبب تنوعها الثقافي والحضاري .

فشن العثمانيون حملات عسكرية ضد ( بني لام ) ثم ضد ( زبيد ) في 1681م وضد ( بني لام ) في 1696م , وقد كانت قبائل ( زبيد ) من ورثة قبيلة ( مذحج ) العربية الكبيرة في وسط العراق , و ( بنو لام ) الورثة المباشرون لقبائل ( طيء ) العربية وهم واحد من اكبر تحالف جنوب وشرق العراق . فيما الصدر الأعظم للدولة العثمانية صربيّ اميّ لا يقرأ ولا يكتب .

وقد سمح العثمانيون باستقلال حاكم البصرة ( افراسياب ) لأنه من أصول سلجوقية , رغم ان اخواله من العرب من أهالي ( الدير ) في البصرة , تخلصاً من الثورات العربية هناك , في خدعة مزدوجة , بعد ان اخذوا الضرائب اللازمة منها بما دفع من ثمن المنصب .

فيما تشكلت شركة الهند الشرقية البريطانية عام 1600م لتكون بديلا عن النفوذ البرتغالي في المنطقة المحتكر للتجارة وابعاده التجار الانجليز المتفرقين . فاحتكرت هذه الشركة التجارة تدريجياً بتسهيل من العثمانيين , الذين قضوا على التجار العراقيين لاسيما الشيعة منهم . وهذه الشركة ستلعب الدور الأكبر سياسياً في المنطقة .

لقد كان الصراع العثماني الصفوي في العراق , والتنافس البرتغالي الإنجليزي الهولندي في الخليج , طيلة القرن السابع عشر , سبباً رئيساً في عدم استقرار العراق , ومن ثم افقاره وازدياد الخراب فيه , لا سيما مع ثورة قبائل جنوب ووسط العراق الدائمة المطالبة بالاستقلال واحترام عقيدتها , وهي قبائل عرفت ببأسها الشديد وشجاعتها ورفضها العبودية مطلقاً كما يذكر المؤلف . حتى عجز ( الباشوات ) الاتراك عن ضبط الامور . ولم تكن الأوضاع تستقر الا عند قيام حكومات محلية مثل حكومة ( افراسياب ) في البصرة , وحكومة ( المشعشعين ) في ( الاهواز ) , وحكومة ( المنتفك ) في ( البطائح ) . فقد كان عهد حكومة ( افراسياب ) يتم تشبيهه بعهد حكومة ( هارون الرشيد ) من حيث الرخاء والرعاية للأدباء والعلماء والاستقرار . وهو لاشك لا يمكن ان يكون بهذا المستوى الاقتصادي الا ان هذا التصوير يحكي مدى ما عاناه العراقيون واهل البصرة من جور العثمانيين وتخلّفهم سابقا . وقد كان التعاون واضحاً بين هذه الحكومات المحلية وتناصر القبائل العربية وتداخلها . وقد هدأت القبائل بقيام هذه الحكومات التي كانت تحاول الاستقلال عن النفوذ والقرار العثماني التركي والصفوي قدر الإمكان والمستطاع . وقد كانت تنجح أحيانا وتفشل أخرى حتى اصبح جنوب العراق اشبه بالدولة المستقلة .

The book is mostly a literal translation of the writings of the Turks themselves, who glorified the sultans, governors and officers with a purely military spirit, as is the Turkish Bedouin spirit constantly. Except for some of the additions created by the author, and some explanations of the translator and references, and they are from the Arabs. Hence, we are between a Turkish exaggeration in building a civilized glory out of illusion on a very backward and uncivil military reality, and between strange European additions that do not understand the reality of the thought and roots of the Orientals, especially the Arabs, and consider them all as closer to Bedouin and do not know anything about their intentions and their realistic cognitive and social secrets. And he showed an Arab conformity to what was written at a time when the threads of his investigative research dawn had not yet been built, as it was almost a narrative era.

The idea of ​​analyzing these texts was a matter that required contemplation, transcending those images, and crossing over the text into the space of that era and before or even after it.

The Turkish tribes came like torrents with the wind of devastation to the land of Iraq since the end of the Abbasid era, they filled the valleys and the reliefs, and swept the villages and countries, this is how the translator describes their entry into the historical land of Mesopotamia. He adds that these tribes are wreaking death and corruption, and preparing their brutality on Baghdad, the capital, to end what remains of the Abbasid Caliphate. The nation was engulfed in complete darkness, in which only the fire of destruction ignited by the evil hand of oppression was ignited by the eye. Only a civilian moan can be heard in it, mentioned by the riders. And if this moaning is cut off, followed by the terrible sound of death. From the bottom up, this country enters a deep slumber in which it has been covered for centuries. Until the modern era. Throughout those dark centuries, it was plundered by the Mongol and Turkmen princes. Their greed is raging and their wars are raging in their fields until some of them have killed each other. The British oil companies and others may later enjoy the benefits of these countries, which they found weak and exhausted.

After the entry of the Turks, Iraq had nothing but a lack of remembrance, because of the financial and moral ruin that befell it at the hands of these Turkish tribes. Except for some of his appearances in some cases as a result of the interest of Iranian Sufism and the attention of the sultans of the emerging empire to him.

The western desert of Iraq was an orbit in which the various Arab Bedouin tribes revolved, occupying and preventing those coming to it from the west, as it did not leave any opportunity to pounce on any land that emptied and could be exploited by them, besides that it was the least safe area in it. Which includes various of the moving and changing tribes.

In the north, (Ardalan) was the largest organized Kurdish emirate that ran the Kurdish region between Iraq and Iran between the Ottomans and the Safavids, and it is closer to the Safavids in its system. Iraq, with all its nationalities, spoke Arabic and displayed Islam. Even the Iranians who settled around the holy shrines.

Despite what Baghdad had in terms of trade, agricultural, craft and educational life, the governments were fickle, playing with money, and industry and crafts descended to their lowest levels. The religious debate became the prevalent popular. Even conflicts broke out between the Christian sects in (Mosul), which reveals the penetration of the Ottoman and European influence in its lands.

As a direct result – and as the author of the book indicated – this dark and backward reality tends to dismantle tribalism in the future, the disappearance of the titles of the major tribes such as (Rabia), (Qasha’am) and (Al-Mawali), and the emergence of new tribes.

Since the entry of the Mongols, Iraq has moved from the most important social, scientific and economic centers and from the grain paradise to a neglected land suffering ruin, especially after the elaborate demolition of Iraq’s irrigation dams by (Hulaku), which was difficult to restore due to the continuing turmoil of the country, and that was the point of no return in the collapse of the economy history of Iraq. The country remained subordinate to the Mongol state (Ilkhaniya) in Iran, then the capital of its southern section. Administrative chaos, which reflects what was the life of the Mughals. Until Prince (Ghazan) appeared and benefited Baghdad with love because of his Shiite Islamic piety, as the author expresses, he used to frequent Iraq. Bedouin tribes from Najd and Jazira crossed to its lands to obtain pasture, and to exploit its resources, with their wars and nature.
