ان الجباية القاسية والعدل المهان والهدايا المأخوذة كرهاً هي ما ميزت كل عصور العثمانيين في العراق لا سيما القرن الثامن عشر . فيما صار لليهود والبريطانيين والفرنسيين والهولنديين حرية التجارة والحركة في البصرة , وهي المدينة التي كان يسير بها الاهمال نحو الطاعون الذي ضربها في سبعينات القرن الثامن عشر فكان هؤلاء الأجانب يهربون ويبقى أبناؤها يعانون الامرين .

ان الغزو الإيراني للبصرة كان فرصة للشيعة العرب في العراق للخروج بحكم ذاتي يحترم عقائدهم من خلال إزاحة العنصر التركي الطائفي والمتخلف حضارياً وادارياً , والمتعاون فقط مع الأجانب بسبب المال , وهذا ما فهمته قبيلة ( الخزاعل ) وحاولت ان تجد صيغ للاتفاق مع الإيرانيين , الذين دخلوا البصرة بانتظام واحترام لم يعهده الشعب في دخول سابقيهم العثمانيين .

الا ان طائفية زعماء قبائل ( المنتفك = ال شبيب = السعدون ) وكونهم على مذاهب اهل السنة وخشيتهم من بلوغ القبائل الشيعية ( بني مالك ) وحلفائهم ( بني اسد ) و ( بني سعيد ) و ( الاجود ) التي كانت تؤلف كل جيشهم مرحلة من الوعي وعدم الحاجة لأمير سني يساير الحكم العثماني جعلتهم يثيرون موجة حروب ضد الوجود الإيراني الأقل ضرراً والأكثر تحضراً من الوجود العثماني . وقد اباد ( المنتفكيون )  الجيش الإيراني في منطقة ( الفضلية ) القريبة من ( الناصرية ) في ( بطائح ذي قار ) في نهاية سبعينات القرن الثامن عشر . الامر الذي سهل على العثمانيين عودة البصرة دون جهد لاسيما مع انسحاب الإيرانيين سلماً منها بسبب وفاة الوصي على العرش الإيراني .

ومن ثم كانت هذه المرحلة بداية التخلف في المنطقة واضمحلال مجمل القوى القبلية مع زيادة توغل البريطانيين وتلاعبهم بجميع الأطراف ومحاولتهم دعم التخلف العثماني في الجنوب العراقي وقص اطراف الامارة العربية الشيعية الكعبية القوية في ( الاهواز ) . فكانت بحق مرحلة سحق قوى الشيعة العرب  .

 

ان البصرة نتيجة عهود العثمانيين تحولت من مدينة تجارية الى قرية كبيرة . وكان ولاة العثمانيين على البصرة يعتمدون على اليهود في المشورة . وكانت قوات ( المنتفك ) هي التي تسيطر على البصرة في نهاية القرن الثامن عشر بعد خروج القوات الإيرانية , ولم يكن بوسع الولاة العثمانيين الدخول الا بإذنهم . ولولا العقل البدوي والطائفي ل ( آل سعدون ) وغفلة القبائل الشيعية الثلاث لكان بإمكان العرب التحكم بخيوط السلطة في هذه المنطقة .

وقد بلغت قدرة التحكم البريطاني بالسياسة العثمانية في العراق مرحلة متقدمة , وهو ما سيكون مقدمة لما بعده لاسيما مع وجود التعاون اليهودي البريطاني في المنطقة . فصار تعاون ( المماليك ) المولودين على المسيحية في البلاد غير العربية – والذين يشعرون بانهم غرباء محتلون – مع الانجليز ضرورة في نظر الطرفين لحكم المنطقة . حتى ان ( سليمان اغا ) احد ضعفاء حكام ( المماليك ) – الذي بقي اسيراً في ايران لسنين حتى اطلق الإيرانيون سراحه برغبتهم ولم يستطع دخول البصرة الا تحت حماية ( المنتفك ) وكذلك بغداد – صنع له البريطانيون وغيرهم من المتلاعبين بالتاريخ بالمال تاريخاً بلا عمل ولا اثر حضاري فعلي سوى انه كان متعاوناً مطيعاً للبريطانيين .

الا ان الجميع من هؤلاء الغرباء كان يرى بوضوح ضرورة تغيير الفكر الشيعي للقبائل العربية في المنطقة الجنوبية من العراق , وإيجاد عازل دائم بين الحضارة العربية الشيعية في العراق والحضارة الشيعية في ايران , لان اجتماعهما معاً سينهي الوجود الغريب العثماني والمملوكي والبريطاني في المنطقة .

فكانت هذه المؤامرات الأجنبية وطائفية وبداوة العقل ( السعدوني ) القائد في ( المنتفك ) وضعف القبائل الكبيرة مثل ( بني لام ) و ( بني كعب ) و ( زبيد ) و ( الخزاعل ) والاكراد ( اللريين ) بسبب الضربات العثمانية التي استمرت لقرون والحصارات الاقتصادية والحضارية تجاه هذه القبائل وانتشار الامراض والتي استمرت حتى بعد دخول القرن التاسع عشر بقيادة المماليك وإدارة بريطانية ورضا عثماني مقدمة لما سيكون عليها العراق من فقر وتناقض بين الحكومة والشعب وصراع طائفي على السلطة .

وكان المماليك هذه المرة يريدون تغيير الخارطة القبلية بالتحكم في تعيين شيوخ القبائل مثل محاولتهم تغيير زعيم قبيلة ( بني لام ) وهو التغيير الذي احدث فتنة في منطقة شرق العراق كلها حتى منطقة الاكراد ( اللريين ) , وهو ما اجزم انه تم بوجود يد بريطانية خلفه , لتبدأ سلسلة الفتن القبلية التي قادتها بريطانيا بعدئذ بخلق صراعات على النفوذ داخل كل قبيلة . ولما لم يكن ذلك ممكناً لهم بصورة مباشرة كانت تستغل ( فرمانات ) الاغاوات المماليك الذين دعمتهم للوصول الى سلطة بغداد  .

 

ادرك العرب الشيعة والسنة ان الحكومة المملوكية في العراق تدار من قبل البريطانيين في عهد ( سليمان ) في نهاية القرن الثامن عشر , وانها حكومة العَبيد غير العرب المحررين لأسباب عسكرية وديموغرافية , وان السلطان العثماني لا يعنيه من العراق سوى سلب أمواله وارسالها لدعم جيوشه في مصر وغيرها .

 

مماليك

 

 

فكان تقريب المماليك دون العرب مدعاة لثورة العشائر العربية السنية شمالي بغداد , والتي كانت يقودها امير قبيلة ( العُبيد ) , وهو باشا مقرب كان يطمع بنفوذ سياسي اكبر وينفر مما آل اليه حال الحكم في العراق من تقريب المماليك .

كما ان الضغط الحضاري للقبائل العربية الشيعية في الجنوب على اميرها السني ( السعدوني ثويني ) جعلته مضطراً لتغيير الخارطة التي اوجدها التعاون البريطاني المملوكي فيثور باتجاه البصرة بالتعاون مع امير قبيلة ( الخزاعل ) .

 

امارة وراية المنتفك بقيادة السعدون

 

 

الا ان مشاركة الاكراد السنة الذين كانوا يتمتعون بالنفوذ في بغداد ضد هذه الثورات حتى تم توليتهم على مدينة البصرة , وكذلك وجود الانكشاريين العثمانيين والمماليك الجدد , وخيانة زعماء من داخل البيت ( السعدوني ) بقيادة ( حمود الثامر ) ل ( المنتفك ) طمعاً في المشيخة , وعدم وجود رغبة حقيقية لدى الزعماء العرب السنة في المنطقة الشيعية او اللاجئين اليها مثل امير قبيلة ( العُبيد ) – الذي خان الجيش العثماني والعربي في معركتهم ضد ( ال سعود ) و ( الوهابية ) وتخابر معهم وتم إعدامه لاحقا –  في طرد العثمانيين ومماليكهم خوفاً من رجوع الشيعة الى حكم بلدهم العراق , جعل جميع هذه الثورات تنكسر .

فكان ولاة المماليك يعفون عن هؤلاء الزعماء السنة ويغدقون عليهم المال والهدايا , فيما نفوس الالاف من الثوار قد ازهقت وخربت قراهم ومدنهم , لاسيما ان العثمانيين يفتون بكفر جميع هذه القبائل العربية الشيعية .

لذلك كان ( ثويني السعدون ) احد عوامل اضعاف الامارة ( الكعبية ) العربية القوية بسبب طائفيته , رغم انها لم تكن تشكل تهديداً لإقليمه وانما هو كان يراها تشكل تهديداً لسلطته القائمة على طائفته .

ولم تكن قبائل ( المنتفك ) تعي ما كانت تساق اليه من خراب في حاضرها ومستقبلها بسبب هذه الروح الطائفية سياسياً وقبلياً , وبسبب المكر البريطاني الذي لم يكن يرى عقبة كؤود لخططه المستقبلية سوى العقلية الشيعية العلوية المبدأ . سوى امراء قبيلة ( الخزاعل = خزاعة ) التي كانت اكثر وعياً بسبب قربها الى ( النجف الاشرف ) المركز العلمي الديني للشيعة .

ومع هذا التقريب للأكراد السنة من قبل حكومة بغداد المملوكية والسلطان العثماني الا انهم قد خانوا العثمانيين بعد توليتهم البصرة لضرب قبائل ( المنتفك ) في محاولة من هؤلاء الاكراد بالتعاون مع ( البابانيين ) في الشمال للسيطرة على حكم العراق , فكان الوالي المملوكي للعثمانيين يلجأ للبريطانيين لمساعدته  .

 

لقد ظهر في منتصف القرن الثامن عشر الحلف الوهّابي السعودي بين الشيخ المتعصب ( محمد بن عبد الوهاب ) والأمير النجدي الأعرابي ( محمد بن سعود ) . وقد تعزز بالمصاهرة بينهما وتوريث الامارة لحفيدهما معا . وبدأت غزوات هؤلاء الاعراب التكفيريين شديدي الجهل والقاحلي الحضارة على امارة ( بني خالد ) في ( الاحساء ) , ثم امتدت الى ما جاورها من ارض وحضارة , وهي تكفر جميع المسلمين ولا علاقة لها بغيرهم من المحتلين الاجانب في الخليج .

ثم حين ارادت قبائل العراق صد خطرهم – بعد ان غض العثمانيون والمماليك النظر عن وجودهم عمليا – كان النقص يتمثل في بداوة قائد قبائل ( المنتفك ) – الجيش الرئيس في العراق – وهو ( ثويني ) واعتماده على بعض قبائل الاعراب في اقصى الحدود الجنوبية للعراق والكويت حين عسكر في منطقة ( الجهرة ) , اذ ان هذه القبائل بروحها الغنائمية والمنكسرة ساهمت في كسر جيشه ذاته ونهب معسكره فتم قتل ( ثويني ) نفسه .

وحين بلغت خطورة الوهابيين انها سلبت بعض ممتلكات الدولة العثمانية وظهر انها ليست قبائل سنية طائفية تريد الاكتفاء بضرب بعض العرب من الشيعة والسنة اضطر العثمانيون الى حث المماليك في العراق على جمع القبائل المختلفة من سنية وشيعية دون استقدام الاكراد هذه المرة لتأديب هؤلاء الوهابيين غير الخاضعين للسلطان . الا ان عدم الجدية العملية للقادة المماليك وتكبرهم وعدم منحهم الفرصة المناسبة للقبائل العربية المدركة لخطورة مفازات الصحراء جعلت المعركة غير حاسمة في القضاء على اخر معاقل الوهابية في ( درعية نجد ) . ثم عاد الوهّابيون من جديد وغزو ( الاحساء ) .

وحين كان العراق يعاني من اهمال المماليك العثمانيين وتعاني بغداد تفشي وباء الطاعون دخل الوهابيون مدينة كربلاء المقدسة بعد غياب أهلها في سفرهم الى مدينة النجف الاشرف في احدى المناسبات الإسلامية الشيعية , فقتلوا الالاف من كهول وأطفال ونهبوا المدينة حتى ما على النساء من حلي , وسرقوا نفائس العتبات المقدسة الثمينة جدا , بتواطئ من حاكم المدينة السني المتعصب ( عمر اغا ) الذي خرج منها عند علمه بقدومهم قبل دخولهم المدينة ولم يحرك ساكناً مطلقا .

فكانت هذه المجازر والاوبئة نهاية حكم اكبر ( باشا ) في تاريخ الإدارة المملوكية العثمانية للعراق وهو ( سليمان ) , الذي لم يقم طيلة سني حكمه المدينة سوى بالتحصينات العسكرية وانفاق الأموال عليها لحماية سلطانه فقط لا القبائل والمدن العراقية التي انشغل بضربها وافقارها لا سيما ( الخزاعل ) و ( عفك ) و ( زبيد ) في اخر حياته , مما سمح بإضعاف المنطقة الحضرية المقابلة للبر الصحرواي الذي يسلكه الوهابيون لضرب العراق .

فكانت الفترة من 1795 الى 1802م معلنة ضعف العثمانيين ومماليكهم بضعف الباشا الكبير , لعدم وجود دولة مؤسسات وانما دولة اشخاص بدوية الطابع , وكذلك بدء تشكل اخطر دولة في المنطقة طيلة القرون الثلاثة اللاحقة وهي الدولة السعودية  .

 

لقد كان من الواضح اثر البريطانيين في سياسة الدولة العثمانية عامة وفي العراق خاصة في القرن التاسع عشر . حتى ان الامراء والعسكر كانوا يستعينون بالقناصل البريطانية لتولي الحكم من خلال السفير البريطاني في إسطنبول .

وفي هذا القرن كانت جل اعمال الدولة العثمانية في العراق النزاع والتقاتل بين المماليك ولاة العثمانيين على السلطة وانتشار الجثث والامراض والاوبئة . وكان من الواضح وجود خطط بريطانية لإيصال بعض المماليك الذين اشتراهم من كانوا قبلهم من المماليك من الأسواق الى السلطة , مع ظهور بارز لعرب ( شمّر ) في الشمال والجنوب وصراعهم مع الاكراد وقبائل ( العُبيد ) . وكذلك استمرار حملات العثمانيين ضد القبائل العربية والشيعية منها بالخصوص مثل ( بني لام ) . وكذلك ضد الكثير من الاكراد في اطار الصراع المملوكي – الكردي للاستحواذ على النفوذ في العراق تحت راية ( بني عثمان ) الذين كانت ثروة العراق تشغلهم ويوزعون فرمانات حكمه على أساس حصتهم التي يبعثها كل قائد او زعيم بعد التقاتل مع اخر اليهم . في ظل تواطئ ( سعدوني ) مع بعض الولاة والقادة وفقاً لرؤية زعيم قبلي ما لقبائل ( المنتفك ) في غيبوبة عن الوعي السياسي والإداري والتي تسببت في اضعاف جنوب العراق على مدى القرون القادمة .

The book is mostly a literal translation of the writings of the Turks themselves, who glorified the sultans, governors and officers with a purely military spirit, as is the Turkish Bedouin spirit constantly. Except for some of the additions created by the author, and some explanations of the translator and references, and they are from the Arabs. Hence, we are between a Turkish exaggeration in building a civilized glory out of illusion on a very backward and uncivil military reality, and between strange European additions that do not understand the reality of the thought and roots of the Orientals, especially the Arabs, and consider them all as closer to Bedouin and do not know anything about their intentions and their realistic cognitive and social secrets. And he showed an Arab conformity to what was written at a time when the threads of his investigative research dawn had not yet been built, as it was almost a narrative era.

The idea of ​​analyzing these texts was a matter that required contemplation, transcending those images, and crossing over the text into the space of that era and before or even after it.

 

 

Cruel levying, humiliated justice, and gifts taken forcibly are what distinguished all the eras of the Ottomans in Iraq, especially the eighteenth century. While the Jews, the British, the French, and the Dutch had freedom of trade and movement in Basra, the city where neglect was heading towards the plague that struck it in the seventies of the eighteenth century, so these foreigners escaped and its children remained suffering.

The Iranian invasion of Basra was an opportunity for the Arab Shiites in Iraq to come out with an autonomy that respects their beliefs by removing the sectarian, backward, civilized, and administrative Turkish element, and cooperating only with foreigners because of money. Regularly and respectfully, the people were not accustomed to entering their Ottoman predecessors.

However, the sectarianism of the tribal leaders (Al-Muntafiq = Al-Shabib = Al-Saadoun) and their being on the doctrines of the Sunnis and their fear of reaching the Shiite tribes (Bani Malik) and their allies (Bani Asad), (Bani Sa’id) and (Al-Ajwad), which made up all their army a stage of awareness and lack of awareness The need for a Sunni prince to go along with the Ottoman rule made them provoke a wave of wars against the Iranian presence, which is less harmful and more civil than the Ottoman presence. The (Al-Muntafiqeen) annihilated the Iranian army in the (Fadhliah) area near (Al-Nasiriyah) in (Bataeh Dhi Qar) at the end of the seventies of the eighteenth century. Which made it easier for the Ottomans to return Basra without effort, especially with the peaceful withdrawal of the Iranians from it due to the death of the Iranian regent.

Hence, this stage was the beginning of backwardness in the region and the decline of all tribal forces with the increasing incursion of the British and their manipulation of all sides and their attempt to support the Ottoman backwardness in the south of Iraq and cut off the outskirts of the powerful Shiite Arab emirate Ka’bah in (Ahwaz). It was truly the stage of crushing the forces of the Arab Shiites .

 

As a result of the Ottoman era, Basra was transformed from a commercial city into a large village. The Ottoman governors of Basra depended on the Jews for advice. It was Al-Muntafiq forces that controlled Basra at the end of the eighteenth century after the departure of the Iranian forces, and the Ottoman governors could not enter without their permission. Had it not been for the Bedouin and sectarian mind of (Al Saadoun) and the negligence of the three Shiite tribes, the Arabs would have been able to control the strings of power in this region.

The British ability to control the Ottoman policy in Iraq has reached an advanced stage, which will be a prelude to what comes after, especially with the presence of British-Jewish cooperation in the region. The cooperation of the (Mamluks) who were born to Christianity in non-Arab countries – and who feel that they are occupiers outsiders – with the English became a necessity in the eyes of both parties to rule the region. So that (Suleiman Agha), one of the weak rulers of (the Mamluks) – who remained captive in Iran for years until the Iranians released him on their own accord and could not enter Basra except under the protection of (Al-Muntafiq) as well as Baghdad – the British and other manipulators of history with money made history for him without work or trace Indeed, he was an obedient collaborator of the British.

However, all of these strangers clearly saw the necessity of changing the Shiite thought of the Arab tribes in the southern region of Iraq, and creating a permanent buffer between the Shiite Arab civilization in Iraq and the Shiite civilization in Iran, because their meeting together would end the strange Ottoman, Mamluk and British presence in the region.

These foreign conspiracies were sectarian, and the badass of mind (Al-Saadouni), the leader in Al-Muntafiq, and the weakness of the big tribes such as (Bani Lam), (Bani Ka’b), (Zubaid), (Khaza’al) and the Kurds (Al-Lariyan) due to the Ottoman strikes that lasted for centuries and the economic and civil sieges towards These tribes and the spread of diseases, which continued even after the entry of the nineteenth century under the leadership of the Mamluks, the British administration, and Ottoman satisfaction, is a prelude to what Iraq will be like in terms of poverty, contradiction between the government and the people, and a sectarian struggle for power.

The Mamluks this time wanted to change the tribal map by controlling the appointment of the tribal elders, such as their attempt to change the leader of the (Bani Lam) tribe, a change that caused strife in the entire region of eastern Iraq, even the area of ​​the Kurds (Al Rayyan), which I am certain was done with the presence of a British hand behind him, to begin A series of tribal strife that Britain then led by creating struggles for influence within each tribe. And when this was not possible for them directly, the (firmans) of the temptations of the Mamluks who supported them were taking advantage of the access to the authority of Baghdad .

 

The Shiite and Sunni Arabs realized that the Mamluk government in Iraq was run by the British during the reign of Suleiman at the end of the eighteenth century, and that it was the government of freed non-Arab slaves for military and demographic reasons. .

The proximity of the Mamluks to the exclusion of the Arabs was a reason for the revolution of the Sunni Arab clans north of Baghdad, which was led by the emir of the (Ubaid) tribe, a close Pasha who coveted greater political influence and was alienated from what the state of rule in Iraq has become from the proximity of the Mamluks.

The cultural pressure of the Shiite Arab tribes in the south on their Sunni emir (Al-Saadouni Thuwaini) made him obliged to change the map created by the Mamluk British cooperation, so he revolted towards Basra in cooperation with the emir of the (Khaza’el) tribe.

However, the participation of the Sunni Kurds who used to enjoy influence in Baghdad against these revolutions until they took over the city of Basra, as well as the presence of the Ottoman Janissaries and the new Mamluks, and the betrayal of leaders from within the (Saadouni) house led by (Hammoud Al-Thamer) to (Al-Muntafiq) out of greed for the sheikhdom, and the lack of The existence of a real desire among Sunni Arab leaders in the Shiite region or refugees to it, such as the emir of the (Ubaid) tribe – who betrayed the Ottoman and Arab army in their battle against (Al Saud) and (Wahhabism) and communicated with them and was executed later – to expel the Ottomans and their kings for fear of the return of the Shiites To rule their country Iraq, make all these revolutions break.

The Mamluk rulers pardoned these Sunni leaders and bestowed upon them money and gifts, while the souls of thousands of revolutionaries were decimated and their villages and cities destroyed, especially since the Ottomans issued a fatwa on the infidelity of all these Arab Shiite tribes.

Therefore, Thuwaini Al-Saadoun was one of the factors in weakening the strong Arab emirate (Al-Ka’abiyah) because of his sectarianism, although it did not constitute a threat to his region, but rather he saw it as a threat to his authority based on his sect.

The tribes of (Al Muntafiq) were not aware of the devastation they were being led to in their present and future because of this sectarian political and tribal spirit, and because of the British cunning, who did not see a major obstacle to his future plans except the Shiite Alawite mentality. Except for the princes of the tribe (Al-Khaza’el = Khuza’a), which was more aware because of its proximity to (Al-Najaf Al-Ashraf), the religious scientific center of the Shiites.

With this approximation of the Sunni Kurds by the Mamluk government of Baghdad and the Ottoman Sultan, but they had betrayed the Ottomans after they took over Basra to strike the tribes of (Al-Muntafiq) in an attempt by these Kurds in cooperation with the (Babani) in the north to control the rule of Iraq, so the Mamluk governor of the Ottomans resorted to the British to help him .

 

In the middle of the eighteenth century, the Saudi Wahhabi alliance appeared between the fanatical sheikh (Muhammad ibn Abd al-Wahhab) and the Arab Najdi prince (Muhammad ibn Saud). It was strengthened by intermarriage between them and the inheritance of the emirate to their grandson together. The invasions of these very ignorant and highly ignorant Takfiri Bedouins began on the Emirate of Bani Khalid in (Al-Ahsa), and then spread to the surrounding land and civilization, and they declare all Muslims to be infidels and have nothing to do with other foreign occupiers in the Gulf.

Then, when the tribes of Iraq wanted to repel their danger – after the Ottomans and the Mamluks turned a blind eye to their practical presence – the shortcoming was represented in the nomadism of the leader of the tribes (Al-Muntafiq) – the main army in Iraq – who is (Thuwaini) and his dependence on some of the Bedouin tribes in the far southern borders of Iraq and Kuwait when He camped in the (Al-Jahra) region, as these tribes, with their booty and broken spirit, contributed to breaking his own army and looting his camp, so Thuwaini himself was killed.
